Resolution

Install .NET 4.7

Ensure C++ 2015 and C++ 2017 are installed (both x86 and x64).

You can download both versions of C++ 2015 from https://www.microsoft.com/en-us/download/details.aspx?id=48145 and https://support.microsoft.com/en-gb/help/2977003/the-latest-supported-visual-c-downloads
