It has been identified that in a small number of instances the following error can occur when trying to start the SQL Server services. The MSSQLSERVER service failed to start due to the following error: The service did not respond to the start or control request in a timely fashion.
Resolution
Following the steps below may help to resolve the issue.
Manually start the SQL Server Service. Please refer to KB IAS-7956
