Resolution
The likelihood is the user trying to access the software is not the person who installed it. A PTP folder needs to be present in the user profile of the person who requires access to the software. This may be copied from the user profile of a person who is able to access the software into the equivalent location in the user profile of the current user.
C:\Users\xxxx\AppData\Roaming\PTP where xxxx is the name of the user.
